First, type the alias, "penny". With an unmodified knobby tire on the rear and chain on the front, it is possible to ride and steer, even leaning into corners; the chain on the front also allows for decent braking effort.
Immediately upon placing these tires on I felt the control of my bike improve greatly. If your existing 700x35 tire gives you 20mm of clearance, the 700x45 W106 should leave you with 10mm of clearance, which I think would be enough to be safe.
For a few years DH sales exceeded winter sales. You're welcome to use tires that leave you with less clearance. Biked to the library a couple years ago without winter tires after our big ice storm: But there are several 26" tire diameters.
But if my bike had 10mm over the top, I'd be happy with that. I'm still a noob at studded tires but I learned quite a bit over the past couple of weeks. I have personally ridden this tire in heavy wet snow and light powder and felt it handled very well. And make sure there's 10mm above the tire and 10mm on each side of the tire when you have the new fat tire installed.
If you're not torquing up hills on hard icy surfaces that tend to tear studs out, you may be okay. These of course provide a bumpy and noisy ride on pavement, compared to studded tires, which themselves are noisy enough.
