It is a pry bar type of thing made just for the rear seal on a drum or rotor. Anytime you remove the inner seal, replace it.
Need the supersecret hint on removing rear seal. This will help lubricate the surfaces and give you a better chance for the new seal not to leak. It's a job you tackle yourself or one best left to a professional. I tried with a long screwdriver but the inner bearing is in the way, there's some space in between to squeeze something in but not enough to get a good purchase.
