To unlock it, double click outside the viewport to make sure you're in Paper Space. There is a little drop-down arrow on the right where you can select the buttons that show up when appropriate.
Comment by Confer,Jessica. Posted June 7, 2012. Yes, your viewport is locked. The yellow unlocked padlock changes to a blue locked padlock, and the Viewport Scale button becomes unselectable. CAD Management. It pops up when you select the viewport. Also check your PickFirst variable as if this is changed it won't allow you to unlock viewport.
